NEW DELHI: A gradual accretion of frictions, an inability or refusal of some ministers to read hints about their functioning clearly and a careful assessment of ministerial outcomes that spanned several weeks led to the major shake-up of the Modi government on Tuesday.Though he had referred to the "reshuffle" as an expansion, PM Narendra Modi's remarks at the Cabinet meeting after the rejig made it plain that the "surprise" element was only for ministers and outsiders.
